Though maybe unethical, there is a large OSU master gardener test garden up on the grassy hill in Jenkins estate. It is open to the public to browse during park hours though there are signs asking not to take anything. They have a rather extensive herb garden so if you're the unscrupulous type it'd probably be easy to snag a few sprigs here and there.
