Owner says that people can eat leaves of the elephant bush as they walk by, as long as they don't cut branches. If you're cutting branches - go up to ask owner before taking. All the edible plants are on private property, even though some plants (that're not elephant bush) are on the public side. Owner is ok with people getting clippings of elephant bush from the green waste bin if it's out on the street.
