looks like a gumdrop eucalyptus. Not only is it a pretty decoration for any vase and flower bouquet, but it can be made into tea. You can also use the oils as rubs or breathe in when mixed with steaming water. The oil can even be added to homemade cough drops. Even though it's in a parking lot - which is private property - they're considered public spaces - so I call it public land.
