In the public strip between the sidewalk and the street. Not in a raised garden bed or other clearly cultivated area. Certainly the property of the home owner, but utterly untended and never harvested, they just let them flower out and go to waste. Iffy since it's a dog in the manger situation, but in the correct season perhaps proceed with caution.
